PROSAFE (the Product Safety Enforcement Forum of Europe) is an organisation established entirely by market surveillance/enforcement officers throughout Europe who deal with the safety of consumer products. Most Member States and EFTA (the European Free Trade Association) countries have been represented during PROSAFE meetings. Interest has long been expressed by enforcement officers from Candidate Member States and also organisations such as ECOSA, CPSC, Health Canada and ANEC, standardisation bodies as well as various other organisations.
Through the coming into force of Directive 2001/95/EC of the European Parliament and of the Council, as from 14th January 2004, PROSAFE has tried to mould and re-vitalize its aims and objectives in order to ensure better liaison with the newly established European Product Safety Network (as per Article 10 of the same Directive). This has ensured that not only no double work will be done between these two entities, but rather PROSAFE would be able to compliment the work performed by the Network as well as give that added value in other areas where neither the Commission nor other Member States may possibly be in a position to do so.

MISSION STATEMENT

To help develop and promote effective, efficient and fair market surveillance and enforcement of the respective legislations by encouraging informal liaison and discussions between the various key players in product safety, in particular, between market surveillance practitioners from various countries.

CORE BUSINESS

PROSAFE shall strive to promote informal interaction between members of the market surveillance authorities, encouraging informal liaison and discussions between the various key players in product safety, in particular, between market surveillance practitioners from various countries. PROSAFE shall:

- continue to ensure practical means of exchanging information through various means, including PROSAFE meetings, discussions and networking between all respective members whilst having maximum of discretion.

- ensure an effective level of formal networking with various international bodies as well as other organisations outside Europe

- strive to act as an initial platform for certain European projects, building up the necessary initial infrastructure and informal feedback on certain issues that need to be focused upon.

- take steps to establish a system of mutual peer reviews of its members with the goal to achieve a product safety enforcement on a high and common level throughout Europe.

PROSAFE MEETINGS

PROSAFE meetings are usually held twice every year in one of the EEA (Eropean Economic Area) countries. These usually trake between one and two full days. Various issues are discussed, in particular, practical discussions related to specific product safety issues found during the last six months of surveillance.

PROJECTS

As from 2005, PROSAFE has embarked on various projects. Of particular importance has been the EU funded EMARS Project which now is being followed up by EMARS II. Various other EU fundedproduct specific projects are also being led by PROSAFE.
